The PDL will maintain its four-conference, eight-division format from the 2002 season. The Central Conference will be comprised of the Great Lakes and Heartland Divisions. The Eastern Conference includes the Mid Atlantic and Northeast Divisions. The Mid South and Southeast Divisions make up the Southern Conference with the Northwest and Southwest Divisions in the Western Conference.
Twelve new teams will take the field in the PDL with four each in the Central and Western Conferences, three in the Eastern and one in the Southern.
