They are a similar sports ministry to MAI which has ULS teams (USL2, W-League and PDL) in Charlotte and So Cal. From the CPUSA: Yes, the Crystal Palace USA team will be playing at the professional level in the USL. We are a fully professional team playing in the USL Division 2 (United Soccer Leagues). This is the official FIFA Division 3 league for the United States under MLS and USL division 1. Our season will begin in April 2007. Please continue to check the website www.cpfcusa.com for announcements regarding player signings and the season schedule. In February ’07 CPFC USA will be holding tryouts for a professional team.

So I'm guessing that it won't be the Internationals moving up. Sorry to change the subject back to USL2 expansion, but I can confirm that Cleveland will INDEED be part of the USL-2 in 2007. The team is called Cleveland City F.C. and they are owned by a Christian sports outreach group (like ButlerBob said). The group's website is www.aisint.org.
