Update - Thursday 1930

Sepp Blatter made hardly any mention of his eagerly anticipated reforms on day one of the two-day executive committee meeting here in Zurich.

I am told his only comments came at the end of the opening session when he told the 20 members of the committee (it should be 23 but Jack Warner hasn't been
replaced and three - Worawi Makudi, Issa Hayatou and Chuck Blazer - are absent) that he would deal on Friday with reforms and promises made at the Fifa congress back in June.

Apart from that, nothing.

...watching closely is Uefa president Michel Platini, who held a meeting of European executive committee members this morning to call for solidarity on the need for significant reforms.

It is understood Platini will hold further discussions with his fellow European executives immediately after Blatter's announcement on Friday. If there is a feeling that he hasn't gone far enough then he and Uefa may try and up the pressure.

It is certainly worth recapping the events of the last 12 months... (recap on link)

http://espn.go.com/sports/soccer/news/_/id/7123494/us-networks-bid-2018-2022-world-cup-media-rights

FIFA announced in March that it had already sold $1.7 billion worth of 2018-2022 broadcast rights to the Middle East and parts of Asia and Latin America.

The deals were 90 percent more valuable than the same territories earned for 2010-2014, FIFA said.

ZURICH (AP) — Qatar-based broadcaster Al-Jazeera has bought the rights to show the World Cup in 2018 and 2022 across the Middle East and North Africa, the first broadcast package struck for the two tournaments by FIFA.

The value was not disclosed.

The Executive Committee consists of a President, elected by the Congress in the year following a FIFA World Cup™, eight vice-presidents and 15 members, appointed by the confederations and associations.

Government Absolute monarchy

Qatar has an unelected, monarchic, emirate-type government. There are no democratic institutions or elections, and power is assumed on a hereditary basis.[15] Its legal system combines limited aspects of Islamic (or Sharia) and civil law codes in a discretionary system of law totally controlled by the Emir. Although civil codes are being implemented, Islamic law is used in family and personal matters. The country has a parliament called Template:Municipalitial court that composes of ordinary citizens representing every populated area in Qatar. The country has not accepted compulsory International Court of Justice jurisdiction.[15]

Sepp Blatter will unveil his plans for FIFA reforms - with UEFA president Michel Platini urging him to keep his promises to implement change.

'We hope we can bring transparency to FIFA but there will be a proposal and we will have a discussion.'

German FA president Theo Zwanziger may be appointed to head a new body to push through reforms - he has given Blatter a five-point plan for change including a proposal to scrap the International FA Board, the game's law-making body made up of the four British associations and FIFA, and make it more democratic.
Zwanziger's other proposals are for stronger financial controls on FIFA, including members having to provide information on their personal finances; revamping the FIFA ethics committee to include experts from football and the law; and changes to the election of the FIFA president, and giving clubs more of a voice.
Zwanziger said: 'I am cautiously optimistic that we can re-establish the credibility of football.'

I call bullshit on Blatter, plane and simple bullshit intended to divert attention from what is happened now and placing the blame on the person that left office before he arrived. It is the oldest trick in management, blame the person before you.

"It's not my fault, it was all because of the person before me and I had no control over it". "I agree it is bad". "Look at what he did". "I would not have done that".

Only one problem with that .... Years of Blatter in charge of the current set of affairs and no real accountability for those years where the problems of corruption and bribery got worse, not better. It got to the point under his watch that people were rushing to ask for the bribes before someone else beat them to it. An utter disgrace for all of FIFA and the Swiss people in general. He as the head of FIFA has failed as a manger, failed as a leader, and failed as a reformer of FIFA's main problems of today, he did not act on todays problems in a meaningful and timely way to effect real changes. He is acting on old problems that he can stand apart from. He has not sent a message to the world, He is a whimp of a man! He has used delay as his main tactic.

We are going to revisit something that happened over many years ago to solve the problems they have today... Well that is very convenient now is it not? Go back before he was in charge to point out a problem he and his own Ex committee than turned into an art over those many years. He has been bluffing this whole time about reforms.
..............................................................................................................................

Fifa's new director of communications, Walter de Gregorio, pleaded for the reforms to be seen positively...

Blatter, who has been under pressure to shine light on the ISL details, said explicitly that he himself is not named in the case. "When the decision was taken in court, the court said there are people involved, but no Swiss people"...
...........................................................................................................................

He was involved in these "family affairs", anyone who wants to believe otherwise must also believe that old fat and jolly Santa Claus can actually fit down your chimney on Christmas eve night every year.

UFB!!!! The euro/Swiss greedy stench is getting a bit too strong now.

Somebody shoot Blatter! He now deserves it. (this is a metaphor only... kinda?) ..............................................................................................................................

Asked if the decision-making executive committee, which passed all these proposals at its meeting over Thursday and Friday in Zurich, had done so unanimously, Blatter drew an arch distinction. The organisational changes – involving the new task forces and committee and reporting to the executive committee itself – were, he said, passed by all 20 members present in Zurich. However, Blatter said he had not put the ISL proposal to a vote – but there had been "no opposition" to it in discussions.
.............................................................................................................................
Example:
I was in court once and before the end of the trail I turned and told the judge I was innocent. The judge did not tell me I was guilty at that time, so therefore I'm innocent, although the trial is not over yet...

Just shoot him and get it over with. When a horse that is too big to move comes up lame and can no longer walk on his own that is the only just thing to do. End it quickly for his own sake, save him the pain of dying slowly.
..............................................................................................................................

Blatter outlined a timetable for the reforms to be ready for incorporation into the organisation's structure at the Fifa congress in June 2013.
..............................................................................................................................

Zero Tolerance would be to just shoot him now! and leave the carcass for others to walk around in the future.

An example of a whimp in "action".

The soccer term of "taking a (soft) dive" has never been better shown to the public.
