Blatter said that the voting procedure which eventually saw Germany given the World Cup by just one vote was suspicious since one delegate left the room before votes were cast.

However, he has now explained that what he meant by that is not that he felt the vote was rigged, but that there is "always a reason to find some kind of conspiracy theory".

"What I meant to say was that you can always find a smokescreen to doubt the legitimacy of a decision," he wrote.

"When asked if I suspected that the 2006 World Cup had been bought, I responded: 'No, I don't presume anything, I am stating facts' and this means that somebody did indeed leave the room during the vote, which Germany won by one vote.

"I don't believe in conspiracy theories - I only believe in facts.

"As long as there is no clear proof that something illicit was done at any World Cup vote, then you have got to adhere to the legality of the vote. This applies to Germany like it applies to every other nation.

"That is the main point I was making."

The German newspaper is the one that issued what became basicly a threat to one of the Ex Comm members...

A history of influence/threats/brides and hidden agendas inside the Ex Comm body decision making process for World Cup locations... Was well know for a long time.

The Bid process was a fraud from the start!

The Court of Arbitration for Sport (CAS) has overturned a life ban imposed by football's world governing body Fifa against Qatar's Mohamed Bin Hammam, citing "insufficient evidence" to impose the penalty.

"The CAS has upheld Mr Bin Hammam's appeal, annulled the decision rendered by the Fifa Appeal Committee and lifted the life ban imposed on Mr Bin Hammam," the Court said in a statement on Thursday.

It said, however, that the ruling did not amount to an "affirmative finding of innocence" for Bin Hammam, noting that Fifa's investigation had not been thorough enough.

"The CAS has upheld Bin Hammam's appeal, annulled the decision rendered by the Fifa Appeal Committee and Lifted the life ban imposed on Mr Bin Hammam," the CAS statement read.

Fifa said it noted Cas' decision "with concern", and added that Bin Hammam would remain suspended until a separate disciplinary investigation by the Asian Football Confederation was completed.

The Panel therefore wishes to make clear that in applying the law, as it is required to do under the CAS Code, it is not making any sort of affirmative finding of innocence in relation to Mr Bin Hammam. The Panel is doing no more than concluding that the evidence is insufficient in that it does not permit the majority of the Panel to reach the standard of comfortable satisfaction in relation to the matters on which the Appellant was charged. It is a situation of “case not proven”, coupled with concern on the part of the Panel that the FIFA investigation was not complete or comprehensive enough to fill the gaps in the record.”

In its conclusion, the Panel noted that FIFA was in the process of reforming its Ethics Committee and that, in the event new evidence relating to the present case was discovered, it would be possible to re-open the case, in order to complete the factual background and to establish if Mr Bin Hamman has committed any violation of the FIFA Code of Ethics.

So, add Mr Bin Hammen and Jack Warners alleged controversial bribery transaction conducted by two FIFA Ex Comm members to the list of events that will be investigated more thoroughly in the future by FIFA's new branch.

Jack just may be back in the picture, even if he does not want to be.
By resigning he may have though he was out of the picture, but now they have the ability to go after Jack and all his dealings again.

Some might see this event as very important in finding out a lot of facts about poor decisions made by a Ex Comm member that took place over a long period of time.

I can't wait for them to start following the money trails a bit more thoroughly. The AFC has started that process on their own and it has found a few things already...

The CAS had very limited powers. It only looks at what it is given by the two parties. This keeps the cost of using the CAS down to a very reasonable level.

“no efforts were made to trace the source of [the] banknotes that were photographed, and recognises that it is possible to infer that the failure of Mr. Bin Hammam to carry out that relatively simple exercise in the course of these proceedings might be explained by the fact that it would have confirmed that he was the source”.

So... we now go back and look at it all a lot closer, with more authority and better tools to investigate the whole event and everyone involved.

This movie is getting to the important part, the charters have been fully developed and we now start into the twist and turns of an especially good plot for a well publicized drama. whistle

DUBAI, United Arab Emirates -- The man in charge of Asian soccer, once a candidate to oust FIFA president Sepp Blatter as the sport's worldwide leader, enriched himself and handed out hundreds of thousands of dollars to friends and relatives, according to an audit obtained by The Associated Press.

The audit found that a contract for commercial rights with World Sports Group and its subsidiary World Sports Football were no-bid contracts that were "considerably undervalued." A $14 million payment from companies with stakes in WSG, Al Baraka Investment and Development Co. and International Sports Events Company, was made to the AFC for the "personal use of its president," the report said.

Our review indicates that it was common belief that this account was for Mr Hammam personally and all funds flowing through it were his personal monies.

The audit said its review of the AFC accounts found that it routinely handed out tens of thousands of dollars in cash to federation presidents and their relatives. Most of it went to their personal bank accounts and none of it was for football related expenses, it said.

Warner said in an e-mailed statement that the decision by the Lausanne, Switzerland-based Court of Arbitration for Sport was “a victory of reason over allegations and mud-throwing.”

“FIFA’s reprehensible conduct with regard to Mohamed bin Hammam has been unmasked, its rulings against him were declared null and void,” Warner wrote. “The question can be asked as to how I would have fared under this FIFA system of injustice.”

If Jack was very confident in his innocent position, then he would have fought back and eventually been proven not guilty because of a lack of any evidence against him. He never gave himself that chance to prove he was innocent? Why was that the best option Jack? Your close friend Bin Hamman seemed to understand what options he had to prove himself innocent....


CAS said it would be possible to reopen the case if evidence related to events in the Caribbean was found by FIFA’s new independent investigators.

The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard.
