For the last two years FIFA have helped blocked the publication of the court documents but Blatter told a press conference in Zurich that the dossier would now be handed over.

Blatter said: "The executive committee has at my request agreed that in the meeting of December 16/17 we will reopen this file.

"If there are any measures to be taken they will not be taken by the executive committee - it is not the body that can take sanctions or release anyone - so we will give this file to an independent organisation outside of FIFA so they can delve into this file and extract its conclusions and present them to us."

Blatter added: "The court has said there are people involved but no Swiss people - only foreign people."

Ok...

Somebody now explain why FIFA blocked the report for two years.

Did they think their Swiss people were involved, or were they just covering up evidence of the rampant fraud that takes place within their own "EX Comm family"?

Two years of a cover up on this story... Two years of not letting the truth be know outside the "family".

So then this happened right in the middle of the fraudulent World Cup 2018 and 2022 bid process.

Yep!

THE executive committee of FIFA has been stripped of its power to choose the host country for the World Cup soccer finals in the wake of the "votes for sale" scandal.

It amounts to an acknowledgment that the previous system -- in which just 24 committee members were entrusted with a decision worth billions to the eventual winner -- was open to corruption.

LONDON: The decision to award the 2022 World Cup to Qatar was called into question by new FIFA executive committee member Theo Zwanziger (President of the German Football association DFB) on Sunday, with the German saying some of his fellow members had been pressurised by their governments to vote for the bid.

"In my opinion the vote for Qatar was decided by some members of the executive committee who are in a very close relationship with their governments, who pushed the political case for Qatar," he said.

But Zwanziger said: "I am convinced that things can not continue. The methods are rather like the Empire and is not a modern democracy. You propose a sensible amendment and often you do not even get a proper answer."

"I don't think that's very transparent and democratic."

GENEVA — FIFA’s election bribery scandal deepened Wednesday as 10 more Caribbean soccer officials were put under investigation over a plot alleged to have involved Mohamed bin Hammam, a former candidate for president of the ruling body for global soccer.

FIFA has not specified... what the 10 new cases are about.

FIFA said it also chose Swiss-based agency Infront Sports and Media in a tender process to handle sales across 26 Asian territories including China and India.

Infront has long been scrutinized by FIFA's critics.

The Zug-based agency has close connections to FIFA's discredited former marketing partner ISL, which went bankrupt in 2001 and is once more at the center of allegations regarding kickbacks paid to senior FIFA officials in the 1990s.

Infront has been led since 2006 by Philippe Blatter, now its president and chief executive, who is a nephew of FIFA President Sepp Blatter.

Jennings featured in an investigative report by BBC's Panorama programme that accused Teixeira and former FIFA president Joao Havelange of taking millions of dollars in bribes from ISL to retain the company as FIFA's sole official marketer.

He says Havelange, who is Brazilian, may have amassed $50 million or more in bribes through a facade company called Sicuretta.

Jennings also says he has evidence that it was Teixeira and Havelange who ended a Swiss legal investigation into the case by paying 2.5 million Swiss francs (1.8 million pounds) to charity and confessing in writing to taking bribes.

So again, it was know By the FIFA family that the Ex Comm members had been taking bribes before the vote on the 2018 and 2022 World Cups were awarded and that they even admitted to it in writing (in private), but then were still allowed to be part of the Ex Comm "bidding" process award. This bribery was known about but was not brought out into the open by FIFA (a coverup), the FIFA rules about accepting gifts vs taking bribes were not enforced by FIFA and that would make the "bid" a fraud from the start.

The Culture Media and Sport Committee has repeated its call for a "full, independent investigation" of the bidding processes for the 2018 and 2022 World Cups, and suggested Fifa's new anti-corruption measures do not go far enough.

A statement said: "The committee notes that Fifa has received an apparent retraction of the original allegations related to Qatar's 2022 World Cup bid.

"While it welcomes the withdrawal of the allegations made by the 'whistleblower' in the Sunday Times, the committee is still concerned that no apparent effort was made by Fifa to investigate these allegations when they were put to it, and that other allegations – specifically those made by Lord Triesman in evidence to the Committee – remain."

The statement added that the committee felt the ongoing Fifa action against officials alleged to have offered or received bribes during the presidential election campaign exposed wider problems in the organisation.

"Fifa has imposed a lifetime ban on Mohamed bin Hamman … and has imposed bans of shorter duration on a number of Caribbean Football Union officials.

"Our concern is that the governance failings revealed by this incident are symptomatic of a wider governance failure within Fifa, and we stand by our recommendation that Fifa commission a full, independent investigation of the bidding processes for the 2018 and 2022 World Cups, and for the outcome to be made public."

Vitor Poubel, the head of Delefin, told Lance: "Everything is being investigated and in addition we can also ask for Ricardo Teixeira's private fiscal and banking records.''
