Draft FIFA Statutes Task Force Revision of Statutes

Regulations Governing the Application of the Statutes Standing Orders of the Congress



The terms given below denote the following:

17 Independence: a candidate for the office of chairman or deputy chairman of the Audit and Compliance Committee, the Nomination Committee or either of the two chambers of the Ethics Committee shall not be considered independent if at any time during the four years preceding his term he or any family member (spouse, children, stepchildren, parents,
siblings, domestic partner, parents of spouse/domestic partner and siblings and children of domestic partner):
• held any paid position or material contract (directly or indirectly) with FIFA and/or any Member,
Confederation, League or Club (including any of their affiliated companies/organisations);
• was employed by FIFA’s outside legal counsel or by FIFA’s auditor (and was engaged in auditing FIFA);
• held any paid or voluntary position with a non-profit organisation to which FIFA and/or any Member, Confederation, League or Club makes annual payments in excess of USD 100,000.



10 Admission

4. The Association’s legally valid statutes shall be enclosed with the application for membership and shall contain the
following mandatory provisions:

(a) always to comply with the Statutes, regulations (including the FIFA Code of Conduct and the FIFA Code of Ethics) and decisions of FIFA and of its Confederation;

(b) to comply with the Laws of the Game in force;

(c) to recognise the Court of Arbitration for Sport, as specified in these Statutes.


13 Members’ obligations

1. Members have the following obligations:

(a) to comply fully with the Statutes, regulations (including the FIFA Code of Conduct and the FIFA Code of Ethics), directives and decisions of FIFA bodies at any timeall times as well as the decisions of the Court of Arbitration for Sport (CAS) passed on appeal on the basis of art. 6267 par. 1 of the FIFA Statutes;

(b) to ensure that their own statutes are fully in accordance with the FIFA Statutes at all times, and to comply with them;

(e) to ensure that their own members comply with the Statutes, regulations (including the FIFA Code of Conduct and the FIFA Code of Ethics), directives and decisions of FIFA bodies;

(i) to comply fully with all other duties arising from these Statutes and other regulations (including the FIFA Code of Conduct and the FIFA Code of Ethics).



20 Confederations

3. Each Confederation shall have the following rights and obligations:

(a) to comply with and enforce compliance with the Statutes, regulations and decisions of FIFA, and in particular to ensure that its Officials comply with the Statutes, regulations (including the FIFA Code of Conduct and the FIFA Code of Ethics) and decisions of FIFA;

The Council of Europe quotes Hildbrand as saying there isn’t any “absolute secrecy requirement” to a 2010 settlement that identifies officials who admitted taking funds.
“It would therefore appear that FIFA is able to publish the (ISL) document in question without waiting for a decision from the Swiss Federal Court,” the report said. Pieth didn’t respond to a question asking whether he agreed the ISL settlement could be published without the court’s permission.


FIFA said in an e-mailed statement. “The decision regarding the publication of the closing order is now up to the Swiss Federal Court.”

FIFA President Sepp Blatter is scheduled to announce Tuesday which independent officials from outside the “football family” will be offered to Friday’s Congress for approval to lead new ethics and audit committee.

The chosen candidates will have power to order fresh probes into old allegations, monitor the governing body’s billion-dollar annual spending and vet all FIFA officials for their integrity to hold office.

BUDAPEST, Hungary -- Sepp Blatter's anti-corruption drive has hit another delay, with FIFA saying on Tuesday that it cannot name independent outsiders to spearhead a new investigations unit until July.

FIFA said one candidate to chair the judging division declined on Monday for health reasons.

"In view of this, the executive committee decided to hold an extraordinary meeting to designate both chairmen together," FIFA said in a statement announcing the meeting for the first week of July to approve the candidates and an updated code of ethics.
