Because they have their own footballing culture there, and may well object to the USSF interference.

It is an American territory, not quite the same as expanding into independent nations is it.

I believe Intru was offering that form of sarcasm to BallZack not you good Doctor.
But all jokes aside, BallZack, most of the "Latin American" countries' super clubs have been kicking the crap out of MLS sides for years. Didn't the MLS clubs (Revolution and Galaxy) lose to two Costa Rica clubs this past year?
Also add to the fact that traveling costs alone are so very high. At least USL D1 clubs can seperate some costs due to 3 teams being in Canada(and 3 on the West Coast). Put a team into the Dominican, Jamacia, Honduras, etc and you're messing with a new can of worms.

The other CONCACAF teams have beaten MLS squads primarily because the MLS squads are competing in their preseason while the teams from Mexico, Costa Rica and Hondurus are mid season.

Unless the USL could create a side league for those countries, it'd be nearly impossible when you add in costs of going to Seattle, Portland, and Vancouver. Even trips to Toronto,Montreal, and Rochester would make you sweat.

In the case of the Canadian clubs and the Puerto Rico Islanders, the USSF is a non-factor. There is no sort of "interference". The Canadian and Puerto Rican federations deal directly with the USL or via the clubs within their jurisdiction. It will be the same way with Bermuda if they do actually join... I do agree with you and Billy that the football culures and the travel would eliminate every Latin American club outside of the Islanders and any other potential Puerto Rico based clubs.
