The soccer times article the Trib quoted was written by Bob Wagman. I have spoken with Bob about this article. He told me that all he was told is that an announcement would be made before the end of July. Here is the actual graph from the Trib article
A league spokesman said last week that MLS expects to announce its expansion plans sometime in mid-July, but a report last month in Soccer Times said Garber wants to make an announcement at the league's All-Star Game at RFK Stadium in Washington on July 31.

Reportedly, Garber wants to make a definitive expansion announcement at the July 31 All-Star Game in Washington, D.C.
This extrapolation was made by Wagman, but he admitted to me that his sources only said that that was the last possible date an announcement would be made.
As for myself I was told by people I know that are involved in the MLS discusions with Checketts said they expect an anouncement sometime before the end of next week (July 18).
I also know ABC4 claims to have knowledge of the date this will all be announced. But I will wait until MLS or Checketts himself confirm the rumors. Although, I am encourage that all the "information leaks" seem to say that SLC will get a team.
